The foundation then officially accepts the car and acts as the party that transfers the property to the military. This is of critical importance for the military unit, as the command is able to verify the legality of the vehicle’s receipt, identify those responsible for its accounting and confirm the legality of the signatures of authorized persons.

This usually includes a purchase agreement or a similar document documenting the transfer of ownership, an invoice in the case of an invoice purchase, a technical passport for the vehicle, and proof of payment. Payment documents must contain the exact amount, date, purpose of payment and parties to the settlement to avoid any doubt as to who purchased the car and on what terms.
It is advisable to specify the subject of the purchase as much as possible in the agreement. The car’s identification data must be specified: VIN code, make, model, year of manufacture, body number, mileage (if any), as well as the list of transferred documents and the vehicle’s completeness. The technical condition of the vehicle at the time of transfer and any defects known to the seller should be recorded in a separate line. This act is a key document for both the foundation’s accounting and the military’s internal reporting.
The document must contain details that uniquely identify the recipient. The full official name of the military unit, its number, and the data of the authorized person who accepts the vehicle and has the right to sign are indicated. Additionally, the date and place of transfer, vehicle identification data (including VIN number), equipment and technical condition at the time of delivery are recorded, which helps to avoid possible disputes in the future.
Photo and video recording of the transfer does not replace legal documents, but significantly strengthens the evidence base and increases the transparency of the process. It confirms the fact of physical transfer, shows the equipment and external condition of the vehicle, and records the presence of representatives of both parties. For donors, this serves as a visual confirmation of the result, and for the foundation, it is an additional element of internal control and reporting that complements the act and minimizes the risk of misunderstandings.

Temporary registration of a car for a military personnel

When a vehicle is imported as humanitarian aid and the end user is a military officer, the mechanism of temporary state registration is applied. This special procedure allows the vehicle to be assigned to a specific military person for the period of defense tasks, ensuring its legal movement on the territory of Ukraine. It is not a matter of registering the vehicle as private property, but rather a temporary registration with a clear purpose.
To register a humanitarian vehicle for temporary use, a serviceman applies to the service center of the Ministry of Internal Affairs with a certain package of documents. It includes an application of the recipient, an identity document, a certificate from the military unit on service, an act of acceptance and transfer of a humanitarian aid vehicle in the prescribed form and a declaration on the importation of a car as humanitarian aid. Depending on the date of importation, the declaration may be submitted in electronic or certified paper form.
After the documents have been checked, the car receives license plates and a temporary registration certificate with a humanitarian aid mark. If the acceptance certificate specifies the persons who have the right to use the vehicle, their data can be entered into the registration marks, which simplifies accounting and control within the unit. At the same time, the vehicle does not become the private property of the serviceman: its use remains targeted and related to the performance of official tasks.
After the termination or lifting of martial law, humanitarian vehicles that are temporarily registered must be re-registered within the established timeframe by the state security and defense authorities. If this is not done, the temporary registration will be canceled, making it impossible to legally use them. Thus, temporary registration serves solely as a tool for the legal use of a car during service, and not as a means of privatizing humanitarian property.

In order to avoid such problems, it is necessary to ensure a logical and documented chain of "importation - accounting - transfer" from the very beginning and strictly control the use of the vehicle exclusively for its intended purpose.
Another common risk is the loss of documents, especially when the vehicle is operated in difficult conditions and during transportation. In such cases, it is necessary to act in stages: determine which documents have been lost or damaged and restore them in the relevant authorities or institutions. For registration documents and accounting issues, you usually contact the service centers of the Ministry of Internal Affairs, while to confirm the purchase, payment or origin of the car, you contact the seller, bank or other parties that can provide duplicates or certificates. At the same time, it is advisable to restore copies of the transfer and acceptance certificates and supporting documents to the fund to maintain the continuity of the transfer chain.
Systematic risk management implies that the charitable organization operates according to clearly defined internal rules. This includes regulations on accepting cars, checking the package of documents, the procedure for storing originals and responsibility for their issuance and return. Keeping an archive is equally important: orderly storage of primary documents, high-quality copies, and a clear register of transferred property allow you to quickly restore the full picture of events, confirm the intended use of the car, and protect both the foundation and donors from possible misunderstandings or unnecessary suspicions.
